MEETING MINUTES
December 9, 2009

Members Present: Al Berg, Jim Dunn, Peter Lacy, Rick Bates, Glenn Gaudette, Don Mancini, Bob Lavigne, Marilynn Foley

Members Absent: Paul Challenger

The meeting was called to order at 7:05.

The Committee met to discuss the request from the WRSD for $163,212,000.00 to meet the new WRSD assessment. The Committee questioned whether or not the WRSD can ask for an increased assessment after a vote on their budget at the annual town meeting. Al referred to MGL, Chapter 71, Section 16B. A motion by Jim 2nd by Peter for Al to send a letter to the Board of Selectmen voicing our concerns about a new WRSD assessment, the legality and the issue of setting of a precedent without a town meeting was voted unanimously. A motion by Glenn 2nd by Rick to support the assessment to Holden as adopted by the WRSDC on November 10, 2009 for $19,755,095.00 (new total assessment) was voted 6-2 (opposed Peter, Marilynn).

The Committee discussed the Public Building Restoration Project. We would like an interim report from Gary Kaczmarek.

Jim prepared an F/Y 2011 budget meeting calendar. The Committee reviewed the calendar and Jim will send out a revised one.

Al talked with WRSD Superintendent, Tom Pandiscio concerning the 2011 F/Y budget, which has to be affordable to the 5 towns in the district. Al will attend the WRSDC Retreat in January.

A motion by Jim 2nd by Glenn to approve the minutes of October 28, 2009 was voted unanimously as amended.

The meeting adjourned at 8:15.
